|Performs administrative work with responsibility for all benefit programs assigned to the Employee Benefits Section. This position is responsible for CityFlex and Benefits administration, U.S. Savings Bonds, liaison with Deferred Compensation, Medical Reimbursement programs and Group Dental Plan activities and/or administration of pension plans, retirement counseling, retirement benefit processing and development, and maintenance of actuarial data and analysis. Work is performed under the general supervision of the Employee Benefits Manager and is reviewed through discussions, reports submitted and independent audits.|
|Counsels employees and provides technical assistance on City Flex, Deferred Compensation, U.S. Savings Bonds, Civilian and Civil Service pensions, and other assigned employee benefits programs; calculates retiree pensions and counsels retirees regarding various pension options; provides estimates to vested employees as to potential pension benefits.
Coordinates calculation of pension buy-backs with Finance, deductions with Payroll, and adjustment of service time with Personnel.
Administers annual re-enrollment process for all retirees and/or their families for insurance, conducts mass mailings to inform retirees of insurance options.
Administers processing of all spending account requests, deductions for bonds, pension, union dues, Universal Life Insurance, management medical reimbursement; ensures new input and changes adhere to established policies and procedures.
Conducts meetings with current/new employees to explain Flex benefit options. Participates in all Orientations for new hires.
Responsible for all data entry and maintenance in City Flex, Benefits Administration, and Pension database. Run reports, trials and extracts to ensure programs balance to general ledger so that payroll cycles progress smoothly each week.
Resolves problems with benefit consultants, various providers, and employees and dependents.
Assures maintenance of City Flex enrollment records; verifies and explains elections, consequences and procedures for Flex as required.
Reviews and verifies accuracy of Orlando Clinic Invoices, identifies and records accounts to be charged, and prepares memo to Finance Department requesting payments; reviews and verifies Dental premiums, reconciles/adjusts as required; forwards payment request for processing; reviews and verifies requests for management medical reimbursement. Ensures compliance with City policy and procedures.
Provides technical assistance/direction to clerical staff on City Flex/Benefits Administration data entry, changes, trials, mass updates, balancing of reports, etc. Ensures that all deadlines are met in these areas.
Assists with the preparation of various periodic reports such as monthly/quarterly performance report, collection reports, etc.
Participates in the development and administration of Section's annual budget. Recommends goals, objectives, and funds needed for benefit programs; participates in the development/revision of benefit programs, policies and procedures.
Initiates all deductions in the S/2000 system for City Flex and both spending accounts; coordinates flex cash interface manually as system does not process automatically; approves and assigns processing of deductions in Benefits Administration for bonds, Universal Life Insurance, pension deductions and Union dues for all civilian and civil service personnel.
Administers U.S. Savings Bond Program; coordinates annual campaign drives, resolves and researches issues as required. Prepares requests for payment of monthly issuance fees for bank and reconciles against our records.
Performs other related duties as assigned.

Last performance evaluation must have resulted in an overall Meets Standards rating or better with no goal rating of less than Meets Standards.
|Bachelor's Degree in Personnel Administration or related field and four (4) or more years experience in personnel administration, preferably employee benefits; or an equivalent combination of education, training, and experience. Some experience in flex benefits and/or pension administration or closely related field required.|
