|Performs highly responsible administrative and supervisory work in the management of street cleaning, litter removal and landscape maintenance operations on City streets and right of ways. Administers and inspects contract work in the area of high production mowing, landscape maintenance, litter removal and street sweeping with primary duties to include supervision of various crews engaged in street sweeping, litter removal, mowing, tree and shrub care, and irrigation system maintenance. Duties also include responding to 24 hour-a-day emergency cleanups due to accidents, storms, chemical spills, and all parades and special events. Work is performed under general supervision of an Assistant Division Manager, and employee is required to exercise considerable initiative and independent judgment when completing assignments. Work is reviewed while in progress and upon completion through reports submitted, observation and results obtained. Employee may be required to work under hazardous conditions, nights, weekends and holidays. Employee is on call 24 hours per day, 7 days per week.|
|Supervises street cleaning, mowing and landscape maintenance projects daily in progress throughout the City; makes field modifications to projects as necessary, provides assistance to contractors, assistant supervisors, crew leaders and individual equipment operators as required.
Administers and inspects mowing, landscape maintenance, litter removal and street sweeping contractors.
Assists in development of and supervises the execution of the emergency street cleaning plans. Responsible for assigning personnel and equipment to assure full utilization of resources for a continuous 24?hour operation; develops plans for and supervises the clean-up of all parades and special events.
Reviews daily records and invoices submitted to ensure correct charges for labor, equipment, materials and production rates are properly coded. Keeps time and attendance records on personnel. Verifies correctness of this and other miscellaneous daily information.
Responds to complaints from the general public; determines extent of problem and agency responsible for correction; initiates appropriate remedy and informs the complainant.
Develops and implements training program as necessary to insure continuing operational capability due to absences of personnel; i.e., vacation, illness, vacancy, etc.
Prepares program budget, contract expenditures and ensures goals are meet within budget constraints; completes weekly/quarterly reports.
Tests and evaluates new equipment for street cleaning, mowing and landscape maintenance and makes recommendations to Office of Purchasing and Materials Management.
Writes specifications and prepares amendments and updates to all landscape maintenance, mowing, litter removal and street sweeping contracts on Florida DOT roads, expressways, and interstates within the City limits.
Interviews candidates for vacant positions, hires and imposes discipline according to city policy.
Purchases and/or authorizes purchase of materials, equipment, and supplies needed; submits requests for emergency purchases and items to Assistant Division Manager for approval.
Inspects and verifies the proper installation of all turf, plant material and irrigation systems for all right of way landscaping projects prior to acceptance from installing contractors.
Performs other related duties as needed to ensure the efficient and effective operation of the Division.
|Knowledge of contract administration, specification development and writing.
Knowledge of the operation of equipment necessary to accomplish varied street cleaning, mowing, landscape maintenance, and irrigation system installation and maintenance.
Skilled in the knowledge and use of materials, equipment methods and techniques used to manage a multi-million dollar program for street sweeping, litter control, high production, mowing, landscape maintenance and irrigation system, construction, maintenance and management.
Ability to plan, control, coordinate the work of a major section.
Ability to read and understand landscape and irrigation plans and blueprints.
Ability to understand and follow complex oral and written instructions.
Ability to prepare complex written and oral reports.
Ability to establish and maintain effective working relationships with large numbers of employees, City officials, contractors, and the general public.
Ability to establish, monitor and administer budgets, maintain appropriate records and prepare related reports.
|Associate's degree in personnel management, contract management, business or related field, plus two (2) to three (3) years responsible experience in street cleaning work, two (2) of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Strong supervisory background, highly developed planning and scheduling skills. Must be thoroughly familiar with policies and procedures, heavy equipment maintenance and operation knowledge, turf management and irrigation systems. A valid Florida Class B Commercial Driver's License required.
