|CODE ENFORCEMENT MANAGER|
|Performs administrative professional work assisting the Code Enforcement Division Manager in the development and implementation of operational policies and program objectives for the Code Enforcement Division. Work includes managerial tasks and involves supervision, coordination and direction of those subordinate supervisory personnel responsible for the enforcement of minimum housing, land development, lot cleaning and parking enforcement codes. Work is reviewed by the Code Enforcement Division Manager through conferences, observations, the analysis of reports and the evaluation of results achieved.|
|Manages, coordinates and directs the activities of the Code Enforcement Supervisors and office personnel.
Investigates and responds to the Mayor's, C.A.O.'s, Commissioners', citizen's and employee's code violation complaints.
Reviews cases with the Mayor's staff, C.A.O., Commissioners, attorneys; supervises the cases and provides code interpretation.
Reviews assignments and program activity reports with section supervisors and provides guidance and technical assistance as needed.
Develops and administers annual operating budget.
Reviews and authorizes personnel actions such as selections, promotions, transfers and demotions; reviews disciplinary actions through documentation and input from supervisors.
Prepare monthly and quarterly performance reports.
Reviews and signs all condemnation notices and all code enforcement publications.
Evaluates and secures bids for emergency demolitions and monitors the work of the contractor.
Reviews and authorizes purchases and related documents; monitors requests submitted to ensure funds are available prior to acquiring materials.
Attends and makes presentations to City Council, Code Enforcement Board, neighborhood associations and attends assigned committee meetings.
Conducts frequent inspections and hand delivers Notices of Hearing.
Assigns and coordinates special inspections and coordinates target area inspections.
Assists supervisors with preparation of court cases, code enforcement cases, etc.
May act as Code Enforcement Division Manager in his/her absence.
Performs other related duties as assigned.
|Extensive knowledge of municipal codes, ordinances and administrative regulations and of the principles and practices of the inspection services and code enforcement field.
Knowledge of construction principles, methods and materials and the ability to read construction and architectural plans and specifications.
Thorough knowledge of modern practices and principles of administrative management.
Knowledge relating to the preparation and utilization of an annual budget.
Knowledge of real estate principles, (i.e. legal descriptions, deeds, lis pendis).
Knowledge of developments, current literature and sources of information in the field of construction and inspection.
Skill in the operation and utilization of personal computers and computer terminals.
Skilled in the operation and utilization of VT terminal which includes programs utilizing GIS, City O, mapping display, and also equipment such as microfiche or microfilm machines, decibel meter, camera/camcorder and OMIS.
Ability to establish and maintain effective relationships with citizens, staff, City, County, State and Federal officials.
Ability to operate a personal computer and related equipment.
Ability to communicate clearly and concisely, orally and in writing, enforcing regulations with firmness, tact and impartiality.
Ability to stand and walk for extended periods of time and to perform duties under sometimes adverse conditions such as inspecting construction sites, demolition sites, etc.
Ability to plan, assign and review the work of subordinate personnel.
|Bachelors degree in a related field and four (4) years experience in Building Inspection, Housing inspection, or Zoning inspection, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training and experience. Must possess a valid Florida driver's license. Property Management and Housing Inspector certification or equivalent issued by the International Code Council required. Parking Enforcement Specialist certification required. Must pass a criminal background check and polygraph.|
