|COMPUTER CARTOGRAPHY MANAGER|
|Middle Management/Professional/NM AD|
|Performs administrative and managerial work of a technical nature involving the development and maintenance of engineering records and maps (storm water, base maps, sanitary sewer) utilizing GIS equipment and software. Also responsible for preparation and maintenance of records involving subdivision changes, abandonments, easements, rights?of?way, annexations, address and street name assignment.
Work is performed under general supervision of the Assistant City Engineer and performance is reviewed through audits, meetings and results obtained.
|Participates in the review and evaluation of proposals to modify GIS system.
Schedules, assigns, and reviews work of staff involved in input and maintenance of cadastral data and utilization of the system to ensure maps, plat sheets, drawings, and other documents are produced in the most efficient and cost effective manner.
Directs the processing of demolition contracts to ensure compliance with applicable ordinances/and City procedures.
Provides technical assistance and guidance to staff regarding software and hardware questions/problems.
Participates in the selection, placement, promotion, training, appraisal and/or discipline of employees. Plans, develops, and administers implementation schedules for automated mapping projects; consults with and coordinates manual record keeping, mapping and related GIS activities with City and County agencies.
Develops performance standards and internal operating procedures for automation and on?going maintenance of base map and associated engineering map layers/records.
Develops and administers annual operating budget for Records Section.
|Advanced knowledge of drafting, drawing, and cartographic principles related to cadastral mapping.
Knowledge of computer mapping, CADD or GIS systems.
Knowledge of SQL query language, VMS, or UNIX operating systems.
Knowledge of and ability to utilize project management techniques in the development and implementation of complex computer aided mapping processes.
Ability to plan and direct the activities of technical employees engaged in implementing and maintaining a comprehensive geographical information system.
Ability to establish and maintain effective work relationships with employees and representatives of outside agencies.
Ability to communicate clearly and concisely, verbally and in writing.
Knowledge of legal descriptions, assessment and research methods and legal documents, plats, and related source documents.
Ability to analyze and interpret complex technical data and compose clear, concise written documents.
|Bachelor Degree in Geography, Engineering or related field plus a minimum of four (4) years experience in cartography, geography, engineering two (2) of which must have been in a supervisory or managerial capacity; or an equivalent combination of education, training and experience. Knowledge of computer aided drafting, design and mapping systems required.|
