|HRIS APPLICATIONS ADMIN|

|Directs the planning, implementation, and execution of Human Resources Information Systems (HRIS). Performs professional, technical, and analytical work in programming and systems analysis for HRIS. Ensures that internal and external customer's needs analysis is in alignment with user initiatives. Works with functional groups within the Technology Management Bureau and internal City clients to develop short and long-term system plans. Works with and coordinates activities between vendors and organizations external to the City as it applies to HRIS. Work is performed under the general direction of the Software Support Manager and is reviewed through reports submitted, observations, and evaluation of technical support ability, reports and client feedback.|
|Plans and directs the design, development, implementation and maintenance of HRIS to include major conversions, revisions, and installations of upgrades and revisions.
Provides specific technical direction to Technology Management Bureau staff in the implementation and of HRIS.
Works directly with software vendors and outside consultants to coordinate implementation of revision upgrades, and to resolve software related problems of HRIS.
Through interviews with client departments, analyzes and documents business functions and processes and provides recommendations and methods for integration with existing and future technology relating to HRIS.
Serves as technical consultant to senior management personnel regarding specific software issues relating to a HRIS.
Provides input for strategic and operational planning of HRIS.
Works with other governmental and business agencies to coordinate activities, data exchange and other activities as they arise.
Works with Systems and Networks Sr. Manager in the purchase or upgrades to hardware ensuring continuing availability of the HRIS.
Keeps abreast of emerging technology trends and their affect on HRIS.
Performs other related duties as required.
|Considerable knowledge of the computer technology used to support the mission critical system to include both hardware and software.
Considerable knowledge of the business rules, policies, procedures and other related information of the City as it relates to the HRIS.
Considerable knowledge of project management techniques.
Ability to plan, organize, schedule, and assign tasks to subordinate personnel.
Ability to establish efficient standards and procedures for HRIS.
Ability to establish and maintain effective working relationships with: employees, department management personnel, vendors and others.
Thorough knowledge of systems analysis and information system concepts, techniques, and operating principles.
Considerable knowledge of the capabilities, limitations and uses of available computer and peripheral equipment.
Ability to communicate orally and in writing with others, using both technical and non-technical language to explain complex technical issues and processes clearly and concisely.
Ability to operate a personal computer for extended periods of time.
|Bachelor's degree with major coursework in computer science, information systems, math, business administration, or related fields with four (4) or more years experience in systems analysis and programming including two (2) years' project management experience, or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required. Positions in this classification have access to security sensitive information/databases, and must pass police background investigation that includes a polygraph examination.|
