|Performs technical and administrative work in information security system administration relative to the City's multi-user Information Systems (I.S.) to include but not limited to: computer systems, servers, networks, wireless and remote systems. Work involves technical analysis regarding risk assessments to the City's information system(s), continuous education and research to maintain
analysis and support functions. Analyzing division's needs, providing for the coordination, integration and implementation of appropriate computer hardware and/or software. Work involves evaluating management information needs, goals and objectives; understanding the functional needs of clients to facilitate recommendations on technology and services. Work is performed under the supervision of Division Manager and in cooperation with the Technology Management Department (TMD). Work is reviewed while in progress and upon completion through discussions, reports submitted and results obtained.
|Meets with division personnel to develop and maintain positive organizational relationships and to discuss their information processing needs. Meets with management and supervisory personnel within the Technology Management Department to discuss resolution of problems and improve service and products.
Develops and/or revises systems documentation to involve flow charts, instructions, diagrams, and other material describing the systems operations. Writes procedures for employees.
Designs, develops and implements new application systems; develops and presents specifications for all phases of development. Ensures new applications meet TMD policy.
Develops a strategic plan for the Division. Understand the direction of the division and communicates that to the Technology Management Department. Insures that the implementation of new products or services are planned to assure proper integration into the work environment.
Analyzes existing systems to insure results are being achieved in the division utilizing current technology.
Provides guidance and technical advice regarding industry trends in regard to technological advances that will better serve the division. Anticipate need for new technology and plan solutions; present innovative ideas to the managerial staff and to the Technology Management department.
Gathers data, studies, prepares analysis and proper documentation on current and recommended information systems, including a cost vs. benefit analysis on all requests.
Tracks, monitors and coordinates problem resolution with Technology Management Department staff.
Attends and actively participates in division and TMD staff meetings. Insures the division is aware of and follows current TMD policies, procedures and guidelines as they relate to acquiring and implementing computer products and services. Keeps division aware of available products and services and aware of how to take advantage of those products and services when appropriate.
Coordinates various phases of projects with other appropriate technology management personnel, to insure scope and focus meet client needs, keeps client management informed of project status.
Insures Information Systems Management is informed of problems before crisis situations occur, and of opportunities to improve client services.
Performs other related duties as assigned.

Considerable knowledge of system development including available software related to the system for which design specifications are being prepared.

Ability to project and manage the resources needed and the cost of systems development.
Ability to ascertain facts through testing and observation, analyze methods and procedures accurately and logically, and test system segments to determine requirement adequacy.
Ability to maintain records and prepare clear and concise reports and recommendations in systems.
Design research and computer programming techniques, including available software related to the system for which design specifications are being prepared.
Knowledge of relevant business, accounting and record keeping practices.
Ability to evaluate management needs and objectives and the feasibility of applying computer systems to the resolution of problems.
Ability to prepare and present formal presentations in a professional manner.
Ability to operate personal computer for extended periods of time.
Ability to ascertain facts through both formal and informal settings with division/vendors/TMD, properly analyzing those facts and providing documentation and/or reports, as required.
Ability to maintain records and prepare clear, concise reports and recommendations to facilitate the fulfillment of division needs, in regard to automation and/or computer hardware/software.
Ability to communicate with and instruct others, using both technical and non-technical language to explain technical subjects and processes.
Ability to establish and maintain effective working relationships.
|Bachelor's degree in Computer Science, Information Systems, Math, Business/Public Administration or related field and three (3) years responsible IT security experience, or an equivalent combination of education and experience in an applicable technical environment. A polygraph is required for this position.
