|Performs managerial and administrative work relating to the maintenance and construction program for Stormwater Utilities. Primary duties include development of program budget, managing the maintenance and construction of stormwater infrastructure consisting of three hundred fifty miles of storm pipe and several thousand catch basins, inlets and manholes. Additional responsibilities include scheduling work and training for all employees within the program. Work is performed under the general supervision of the Assistant Division Manager and performance is reviewed through conferences, written reports and results obtained.|
|Oversees construction projects for the division. Give cost estimates for construction projects. Make field changes to new construction projects as needed, with authorization of the Division Manager and Assistant Division Manager.
Plans and manages the maintenance and construction program for the stormwater facilities with an infrastructure that contains approximately 350 miles of storm pipe and several thousand catch basins, inlets, and manholes.
Schedules safety training classes and cross-training sessions to ensure that the program continues to operate safely and efficiently when employees are off.
Ensure that employees within the program abide by safety rules set by the local, state, and federal government.
Prepares performance standards and evaluates work performance of subordinates; counsels employees regarding meeting performance requirements; recommends awards, training and disciplinary actions.
Assists with special projects, reviews plans, confers with managerial, professionals, technical, consultants, and others to resolve problems and coordinate activities.
Performs a variety of administrative duties including records maintenance, budget projection and preparation for section; responds to complaints and resolves problems; attends meetings or conferences and represents the Department and City of Orlando in a professional manner.
|Knowledge of principles, methods, techniques, material, tools and equipment used in municipal storm drainage construction and repair.
Knowledge of effective supervisory techniques.
Knowledge of planning and scheduling.
Knowledge of job hazards and safety precautions.
Knowledge of state and local storm drainage construction and maintenance rules and regulations.
Skilled in the operation of gradalls, bulldozers, loaders, backers, heavy dump trucks and other construction equipment.
Skilled in the use of office machines and equipment.
Ability to effectively manage a diverse workforce.
Ability to read and interpret blueprints, sketches, charts, and diagrams.
Ability to maintain records.
Ability to prepare written and oral reports.
Ability to maintain and establish a good working relationship with subordinates, other employees, municipal officials, and the general public.
Ability to perform duties under adverse conditions such as inclement weather, exposure to fumes, chemicals, insects, noise and in confined areas.
|Associate's degree in construction, engineering management or related field and four (4) years responsible experience in storm drainage system construction, maintenance and repair work; or an equivalent combination of education, training and experience. Must have at least two (2) years of related supervisory experience. A valid Florida driver's license is required.|
