|Performs supervisory work in parks maintenance. Primary duties include assigning and inspecting the work of skilled, unskilled and crew leader personnel. Work is performed under the limited supervision of the Parks, Assistant Division Manager and work is reviewed through frequent discussions, site inspections, and results obtained. Work is performed outdoors and employee may be exposed to weather conditions, chemicals, and insects.|
|Plans, organizes and schedules work for skilled, unskilled, and supervisory personnel engaged in parks maintenance and/or horticultural activities; inspects work in progress and upon completion to ensure safety and work standards are maintained.
Supervises work in parks, ground maintenance, right-of-ways, and storm water drainage areas.
Compiles information regarding Section activities and prepared periodic and special reports as needed.
Responds to citizen complaints/inquiries and initiates correction action as needed; keeps Bureau Chief apprised of complaints/inquiries and action taken; recruits volunteers to work on various programs/projects to mutually benefit both the City of Orlando and the community.
Maintains inventory records of equipment, materials and supplies, monitors expenditure accounts and purchase necessary replacements as needed according to Purchasing procedures.
Prepares and administers of Section budget; recommends Section goals, objectives, equipment, material and personnel needs.
Establishes and implements parks maintenance programs.
Oversees parks contract supervisor and small engine mechanics.
Monitors Winstar payroll, makes necessary changes, and approves payroll for program.
Instructs and trains employees, through subordinate supervisors, in proper/safe operation of equipment, all aspects of parks maintenance, and Bureau performance standards.
Counsels employees as needed to resolve problems.
Consults other City departments including the Fire Department, Real Estate, and others, regarding grounds maintenance, and writes specifications for many City grounds contracts.
Attends citizen meetings to share information about the department's work duties; recruits citizen volunteers to work performing various duties to reduce the City's workload and to involve the community.
Administers disciplinary actions according to City Policies and Procedures and union contracts; investigates and responds to grievances filed against Section.
Investigates accidents/injuries involving employees and prepares written report of findings for submission to Risk Management Office.
Performs other related duties as required.
|Knowledge of the City's mapping program Knowledge Base.
Knowledge of basic species of plants and their growth, plant nutrition, soils and soil cultivation, maintenance conditions, and needs.
Knowledge of writing contract specifications and the ability to manage contracts and vendors.
Knowledge of insects, parasites, diseases and other infestations which affect plant life and the composition and application of insecticides and disinfectants for their control.
Knowledge of basic janitorial procedures.
Knowledge of burglar alarm system for office and maintenance shop in order to troubleshoot small problems without calling the alarm company.
Skills in the use of personal computers and software programs.
Ability to supervise and train subordinates engaged in parks maintenance.
Ability to establish and enforce safety standards and safe operating procedures.
Ability to effectively communicate with the general public, outside agencies, and City employees.
Ability to walk over uneven terrain for extended periods of time.
Ability to visually detect imperfections in work when performing inspections.
Ability to communicate effectively orally and in writing.
Ability and skill to handle angry citizens, contractors, and employees in person or on the phone.
Ability and skill to be able to prioritize daily and change, augment, or reschedule tasks in response to situations.
|Associate Degree in Parks, Horticulture, or related field with two (2) to three (3) years of supervisory experience in parks maintenance; or an equivalent combination of education, training, and experience. Knowledge of landscape pest and disease problems required. A valid Florida Driver's License is required. A commercial Driver's License may be required depending on area of assignment.
