Performs professional and administrative work with responsibility for supervising operations of laboratory in area of environmental services/wastewater. Work involves supervising and performing chemical, biochemical, bacteriological and biological tests and analyses; research in the development of new testing methods; the solution of analytical problems; and the supervision of laboratory operations at a designated treatment facility. Work is performed under the general supervision of the Treatment Plant Manager and is reviewed through reports submitted and evaluation of results obtained.
Supervises and trains technical personnel in proper laboratory operations. Enforces safety regulations.

Performs and supervises various tests and analyses of water and wastewater samples to insure specific pollutants are reduced to required levels of local, state, and federal pollution control regulatory and enforcement agencies.

Reviews laboratory reports and information for errors and signs of plant malfunctions. Determines cause of abnormal test results and initiates appropriate action.

Prepares and submits annual operating and capital improvement budget for the laboratory, monitors expenditures and performs other required budgetary duties.

Monitors inventory and requisitions materials and chemicals as necessary to ensure the completion of tests. Ensures equipment is properly maintained.

Prepares work schedules to ensure adequate coverage in laboratory; monitors work load and production goals and ensures timely delivery of accurate reports and information.

Consults with and provides technical advice to plant operations personnel regarding lab results, operating problems, and corrective measures needed.

Develops and/or revises testing procedures to improve the accuracy and effectiveness of laboratory analyses and to maintain required certifications.

Performs periodic inspections of equipment to ensure its maintained and operating properly.

Performs other related duties as required.
Knowledge of analytical techniques in chemistry, biology and micro-biology.

Knowledge of hazards associated with various chemicals and substances.

Thorough knowledge of wastewater laboratory testing and safety procedures.

Ability to plan, supervise, coordinate and direct operations of complex laboratory.

Ability to analyze laboratory test results, identify and correct plant malfunctions.

Ability to stand for long periods of time.

Knowledge of local, state and federal regulations governing treatment plant process control, laboratory analyses and laboratory certification.

Ability to operate highly sophisticated computerized electronic analytical equipment.

Ability to perform mathematical and algebraic calculations.

Ability to work in laboratory being continuously exposed to corrosive chemicals, toxins, poisons and known carcinogenic substances.
Bachelors Degree in Chemistry, Biology or related field plus two (2) years experience in Wastewater and/or Water Chemistry. Some supervisory experience required. Some positions may require a valid Florida Driver License.
