|Performs managerial and technical work involving the maintenance and repair of City-owned equipment and vehicles. Performs managerial work by supervising mechanic supervisors and the day-to-day operations of the Fleet Garage Light shop and Heavy Shop. Participates in the hiring of new employees, and the handling of employee disciplinary matters when necessary. Performs technical work in the diagnosis of major equipment malfunctions. Responsible for the work of mechanic supervisors, mechanics, tire repairers and maintenance workers. Work is performed under the direct supervision of the Fleet Management Assistant Bureau Chief and is reviewed for compliance with City Policies, Fleet Policies and established vehicle maintenance standards through discussions and results obtained.|
|Supervises mechanic supervisors in the day-to-day operations of Fleet Management and monitors individual work productivity and the motivation of employees. Gives input in identifying personnel with exemplary achievement for additional training.
Communicates directly, or through subordinates, with client Bureaus to keep them informed of vehicle status; to discuss major recommended repairs and associated costs; and to receive funding approval for the anticipated repair work.
Supervises maintenance and repair activities for approximately two thousand (2,000) pieces of City owned equipment, valued in excess of $50M.
Diagnoses major equipment/vehicle malfunctions and may authorize repairs up to $5,000 in parts expense and 100 labor/hours.
Develops and implements preventive maintenance programs for Police Department and Fire Department equipment/vehicles; implements preventive maintenance programs for all other types of equipment/vehicles.
Participates in budget preparation utilizing knowledge of operational costs of vehicles and past history on the cost of parts, labor, fuel and other items.
Inspects equipment to determine whether it is economically feasible to rebuild/recondition or replace, and recommend appropriate action.
Supervises the review of repair orders for completeness and accuracy of time charged, labor and parts charged and investigates discrepancies.
Investigates abuse and misuse of equipment/vehicles and reports this to the Bureau Chief for correction.
Performs other duties as may be assigned.
|Ability to develop and instill a "customer first" commitment within the Fleet work group.
Ability to communicate effectively with client Bureaus.
Assist in the development of a formal written Quality Assurance Plan and monitors mechanics through performance standards.
Knowledge of maintenance and preventive maintenance methods for a variety of engines, transmissions, electrical systems, electronic systems, hydraulic systems, air systems, Police Department Vehicles, Fire Department Vehicles, Solid Waste Vehicles, and Heavy Equipment.
Knowledge of basic welding techniques.
Knowledge of computerized vehicle maintenance programs such as Mitchell on Demand and All Data.
Knowledge of occupational hazards and OSHA safety regulations. Participates in routine audits and inspections, and ensures corrective action is initiated for deficiencies cited.
Skilled in the use of computerized Fleet Management systems (FASTER).
Skilled in the use of computerized payroll systems (Winstar)
Ability to diagnose mechanical malfunctions and determine appropriate corrective measures.
Ability to supervise, assign and review the work of a variety of skilled and supervisory workers.
Ability to work around frequent noise and chemicals, and to stand and walk for extended periods of time.
|Bachelor degree in business or Public Administration or a related field, and Associates degree in automotive technology; or a minimum of six (6) years experience in the maintenance and repair of a multi-operational fleet, three (3) years of which must have been in a supervisory capacity; or the equivalent combination of education, training and experience.
Class B - CDL with air brake endorsement required.
Completion of a recognized Supervisory Training Class required within a reasonable timeframe set by the Department.
ASE Certificates desired.
