|DIRECTOR OF PUBLIC WORKS DEPT|
|Performs a highly responsible executive level position with responsibility for directing the Public Works Department. Work involves planning, managing and providing policy direction for four divisions of the Department that have a significant financial, environmental, and safety impact. The four divisions are Environmental Services; Engineering/Streets and Drainage; Parking; and Transportation Engineering. Work is performed under the direction of the Mayor and performance is reviewed through conferences, reports submitted, evaluation of Department accomplishments, and the efficiency and effectiveness of results obtained.|
|Consults with Mayor and Cabinet and participates in the formulation of policy decisions regarding programs within the City of Orlando and in particular those pertaining to the Department.
Directs the planning, design, construction of capital improvement projects for the City of Orlando. Capital projects vary in magnitude and detail and requires knowledge of the technical aspects of developing and managing capital projects. All the divisions in the Department manage and develop capital projects and a diversity of technical knowledge is applied in projects for wastewater conveyance, treatment and disposal; stormwater conveyance and treatment; lake management; streets and highways; parks, parking facilities; traffic engineering; and buildings and structures.
Oversees the financial requirements of the Department and prepares budgets for operation of the programs in the Department and for capital improvements. Works closely with the financial departments of the City in funding the operational requirements of the Department and the capital improvement programs.
Identifies and prioritizes Departmental operating requests and monitors the performance of each operational program.
Consults with developers, architects, engineers, contractors, and representatives of local, state, and federal agencies regarding major issues and long range plans for public works improvements that involve the City of Orlando.
Meets with the Mayor, Cabinet, City Council members, citizens, and media.
Serves on various committees and technical boards as appointed by the Mayor or City Council.
Meets regularly with the managers of the Department divisions to discuss status of their operations and projects.
Plans and directs the vision for public works involvement in the growth aspects of the City of Orlando.
Performs other duties as directed by the Mayor.
|Thorough knowledge of and ability to apply modern techniques, methods, procedures, principles, and practices of all phases of public works and engineering and of personnel, finance, general office, and business administration as required.
Thorough knowledge of the use and care of all types of public works and engineering tools, equipment, instruments, materials, and supplies.
Ability to plan, direct, supervise, coordinate, organize, and inspect public works and engineering plans, programs, and activities.
Ability to prepare written technical reports, estimates, construction, and cost records.
Ability to plan, assign, instruct, review, and evaluate work assignments of technical and professional personnel.
Ability to address civic organizations or other public or private groups on subjects relative to public works and engineering programs and projects.
Ability to establish and maintain effective working relations with subordinates, municipal officials, and the general public.
Ability to prepare, develop, and present long range public works and engineering plans and programs.
|Bachelor's degree in Civil Engineering or related science and four (4) years of progressively responsible experience in Public Works or related engineering planning, designing, and construction, three (3) of which should have been in a major administrative and supervisory capacity. Registration as a professional engineer by the State of Florida required prior to employment.
