| Performs highly responsible administrative and professional work directing and coordinating the activities of the Software Support Program. An employee assigned to this classification is responsible for the procurement, development, planning, and implementation of computer systems relating to the administrative functions of the City. Work is performed under the direction of the Chief Information Officer and performance is reviewed through conferences, reports and results obtained. | |

Plans and directs the design, development, implementation and maintenance of computer software systems supporting the administrative functions of the City. This includes major system conversions, and/or new installations consistent with the City's Long Range Systems Plan.
Serves as technical consultant to executive management regarding software issues relating to administrative functions.
Develops and implements City and Technology Management Division policies relating to the procurement, development and maintenance of computer software.
Reviews and participates in the development of software specifications, evaluations of bids/ proposals with various vendors.
Provides input to strategic and operational plans for management information systems programs and services.
Develops and controls annual operating budget for the Program.
Ensures accomplishments of goals relating to the overall implementation of
information systems services. | |

Considerable knowledge of computer technology, systems analysis, programming techniques, languages and data base administration.
Extensive knowledge of system development methodologies, procedures and equipment employed in the software development process.
Extensive knowledge of supervisory and management techniques.
Ability to plan, organize, schedule, assign and supervise.
Ability to analyze problems, draw sound conclusions and discern feasible recommendations.
Ability to prepare administrative and technical reports and papers.
Ability to establish efficient standards and procedures for project management.
Ability to establish and maintain effective working relationships with employees, department directors, officials and others. | |

Bachelor's Degree in Business, Computer Science, Engineering, Public Administration or related field; plus a minimum of four (4) years progressively responsible information systems experience, two (2) which must have been in the software development capacity; or an equivalent combination of education, training, and experience. IBM AS/400, Microsoft.net and Oracle experience desired.
Must pass police background investigation that includes a polygraph if work involves PD, HR, or other sensitive area.
