|LEAD TECH BUSINESS ANALYST|

|Performs advanced technical work in systems analysis and support functions, analyzing departmental needs, providing for the coordination, integration and implementation of appropriate technology to solve specific business needs. Work involves evaluating client department goals and objectives and understanding the business needs of clients to facilitate recommendations on technology and services. Also serves in a supervisory capacity for all departmental liaison personnel. Work is performed under general direction of the Technology Management Department's Assistant Director, with latitude for individual initiative and judgement and is reviewed by observation, discussion, reports and successful resolution of customer needs given budget constraints.|
|Develops, maintains and monitors a technology plan for the client department.
Conducts interviews with personnel internal and external to city operations in order to define and gather functional requirements.
Facilitates software selections, hardware selections and business process reengineering.
Works with internal and external vendors to obtain technology services and products to satisfy business needs.
Identifies opportunities for technology to enable business and provide knowledge to clients.
Develops, analyzes and presents business cases and projects to obtain funding and priority for technology projects within the assigned client area.
Coordinates project implementation with Project Managers, consultants, and other Technology Management Department managers.
Coordinates the development, enhancement and/or implementation of technology projects within assigned client area.
Assist in the development of citywide technology policies and procedures. Ensures assigned client department is adhering to citywide technology policies and procedures.
Provides application support for assigned department unique applications.
Provides administrative management support for all department liaison personnel including supervision of time, training, and mentoring on specific projects.
Interviews new employees for department liaison positions and recommends selection.
Performs other related duties as required.

Considerable knowledge of the capabilities, limitations and uses of available computer and peripheral equipment.
Considerable knowledge of system development including available hardware and software related to the system for which design specifications are being prepared.
Ability to evaluate business goals and objectives and the feasibility of applying technology to achieve these goals and objectives.
Ability to analyze projected project cost and resources and to develop business cases.
Ability to ascertain facts through testing and observation, analyze methods and procedures accurately and logically, and test system segments to determine requirement adequacy.
Ability to prepare and present formal presentations in a professional manner.
Ability to operate personal computer for extended periods of time.
Ability to communicate with and instruct others, using both technical and non-technical language to explain technical subjects and processes.
Ability to establish and maintain effective working relationships with internal and external personnel.
Ability to supervise and develop personnel.
|Bachelor's degree in Computer Science, Information Systems, Business/Public Administration or related field and Four (4) years systems analysis and development experience, or an equivalent combination of education and experience in an applicable technical environment.|
