|CODE ENFORMCEMENT DIVISION MGR|
|Performs responsible managerial and administrative work directing the operations of the Code Enforcement Division to ensure all building construction within the City of Orlando is accomplished in accordance with applicable federal, state, and local codes and ordinances, compliance with zoning and existing building standards, and responsible development and application of housing rehabilitation programs. Work involves considerable public contact. An employee in this class is responsible for conducting various field inspections, coordinating and directing the work between municipal departments involved in reviewing and approving building plans, issuing building permits, insuring code compliance during construction and issuing the final certificate of occupancy. Certifies and issues competency cards to all contractors engaged in any building trade operating in the City corporate limits. Work is performed under the administrative direction of the Director of Economic Development, with latitude for the use of independent judgement in the selection of work methods and procedures and is reviewed through conferences and analysis of results obtained.|
|Plans, organizes, controls, and directs the operations of the Code Enforcement Bureau which includes responsibility for the review of building plans and specifications, issuance of permits, inspection of new and existing buildings and structures, mechanical, plumbing, and electrical installations, as well as zoning and minimum standard housing inspections, and administration of the contractor competency program through examination, certification and issuance of competency cards to all contractors.
Oversees the Housing Development - Community Development Block Grant Program which provides single and multi-family housing rehabilitation, construction and development programs.
Consults with and advises architects, engineers, contractors, home owners and crafts/trades worker regarding interpretation and requirements of the Building and Zoning Codes; investigates and resolves problems in accordance with City policy and accepted industry practices.
Establishes division goals, objectives and performance standards and ensures through subordinate supervisors and managers that work is accomplished in the most efficient and cost effective manner.
Attends various meetings and hearings relating to the building inspections, construction projects/problems, contractor licensing, departmental budget, etc.
Develops and administers annual operating budget and ensures expenditures within established limits.
Directs the maintenance of statistical data and preparation of various management reports.
Selects, trains, rewards, counsels, disciplines, and/or terminates employees in accordance with City policy and procedures.
May perform on-site field inspections for major complex projects, problem inspections, etc., which would involve walking over uneven tureen and climbing stairs.
Performs other related duties as assigned.
|Considerable knowledge of the building construction industry practices, methods, and materials for various types of buildings and structures.
Thorough knowledge of the standard Building, Mechanical, Plumbing Gas and National Electrical and Energy Codes.
Knowledge of effective management principles and practices.
Ability to read plans and blueprints and interpret applicable codes and ordinances.
Ability to plan, organize, and effectively direct several different phases of work simultaneously.
Ability to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with staff, contractors and the general public.
|Bachelors degree in Architecture, Building Constuction, Civil Engineering or related field and ten (l0) years experience in building construction, five (5) of which must have been as a superintendent or similar management position; or an equivalent combination of education, training and experience. Must possess a Class "A" General Contractor's License or Building Official certification by the Council of American Building Officials.|
