|PARKING DIVISION MANAGER|
|Performs administrative, professional, and managerial work involving planning, organizing and managing the operation of the municipal parking system. Responsibilities include developing and implementing programs for parking meter collections and parking equipment maintenance, operations of public facility parking, parking garages and lots, and parking enforcement activities. Responsibilities also include research and analysis of proposed expansions of and additions to the parking system, conducting studies to meet current and future parking needs, and assisting in acquisition of properties for lease or purchase. Work is performed under the general direction of the Transportation Department Director and is reviewed through conferences, reports, and results obtained in meeting program objectives.|
|Plans, organizes and manages the daily operation of the Parking Systems Section which includes parking studies; meter installation, maintenance and collection; commercial rentals; parking enforcement and fines; lot and garage operation and maintenance; issuance of parking decals for City owned facilities; and public facility parking operations.
Develops, coordinates, and implements a computerized parking meter system; supervises/monitors space usage, equipment operation, parking enforcement, billing, etc. through use of computer.
Formulates, for Director's approval, programs and service levels to meet current and future municipal parking needs and to improve parking methods and systems.
Conducts/participates in feasibility studies to determine need for additional parking facilities; analyzes data and prepares written reports and recommendations.
Researches and analyzes proposed expansion of and additions to parking systems; assists in site acquisition; develops cost benefit analyses and negotiates lease or purchase of properties.
Develops and administers contracts with consultants and operational firms.
Plans and manages special event parking for Citrus Bowl and Centroplex area.
Assists in the preparation of plans and specifications for construction of parking facilities, equipment, landscaping and maintenance.
Develops, presents and implements long and short range programs; completes and presents studies and periodic/special reports concerning parking projects; advises and replies to inquiries/complaints from municipal officials, employees, governmental agencies, and the general public on parking policies; makes recommendations for ordinances and resolutions for parking rate changes; serves as department representative involving parking matters.
Prepares and administers annual budget for parking systems; manages the collection and auditing of revenues and the maintenance of accounting records; prepares quarterly and annual reports; prepares $18 million capital improvement budget.
|Considerable knowledge of methods, practices, procedures, and equipment pertinent to on street and off street parking operations.
Considerable knowledge of rules, regulations, codes and ordinances relative to a municipal parking system.
Knowledge of plans and developments in the field of municipal parking.
Considerable knowledge of effective administrative, personnel, and fiscal management principles, practices and methods.
Ability to plan, control and supervise the development of municipal parking programs to meet current and future needs.
Ability to effectively supervise, train, and evaluate the work of subordinate personnel.
Ability to conduct research and analyze parking studies and other technical materials to reach valid conclusions.
Ability to prepare and/or supervise preparation of administrative and technical reports and present them effectively both orally and in writing.
Ability to analyze administrative problems, to make sound recommendations for solutions and to prepare effective work procedures.
Ability to establish and maintain effective working relationships with employees, officials, and the general public.
|Bachelor's degree in Business Administration or related field. Five (5) years progressively responsible experience in parking administration; or an equivalent combination of education, training, and experience.|
