|Performs specialized technical work and research related to the development and maintenance of the City's Geographic Information System. An employee in this classification must possess an advanced understanding of drawing and cartographic practices. Mapping duties may relate to cadastral or ownership maps, street or right-of-way maps, or natural environmental features. Work is performed under general supervision and performance is reviewed while in progress and upon completion through direct observation, discussion, and review of data output to ensure accuracy, conformance to established procedures, and achievement of desired results.|
|Performs data research and QC functions such as, creating custom map products for internal and external use; creating and analyzing spatial data for internal custom projects when required or requested by specific Departments within the City; designs and creates reports of data obtained through spatial analysis and creating mailing lists and labels for City public meetings and functions.
Reviews various maps and documents to verify and update base maps and attribute data; assigns and codes land parcel addresses and street segment ranges according to established guidelines.
Formats, codes and inputs street names, types, and address ranges and other necessary geographic data.
Researches parcel numbers, land/structure/occupancy files, legal descriptions and map locations to verify address assignments and geographic coding.
Reviews coded data and various reports for accuracy, completeness, and compliance with quality control standards.
Exchanges information about land records maintenance with local government agencies' addressing, 911, and property records staff.
Maintains files of maps and other reference materials.
Creates, maintains, and updates computerized GIS databases using graphics and database software.
Produces hard copy maps and archives graphic/map datasets.
Builds, edits and manages the City GIS data layers for use by the entire City; creates and digitizes new map layers when needed.
Imports, exports or translates data between graphic file formats.
Trains new personnel and prioritizes schedules and work.
Establishes quality control and error determination procedures and manages projects.
Conducts field visits to project sites to, meet clients, verify drawings and to check or initiate design projects.
Provides first response, as part of a team, during emergency situations, such as hurricane disasters and cleanup procedures.
Performs related work as required.
|Knowledge of real property records such as parcel maps, plat maps, deeds and legal descriptions.
Knowledge of CAD/GIS and methods for updating graphics databases, and of Windows operating system utilities.
Knowledge of SQL query language commands and query structure.
Knowledgeable in the use of GIS software and equipment for training purposes.
Skill in automating and maintaining graphic databases using CAD or GIS software.
Skill in operating CAD/GIS related peripherals (i.e. digitizers and plotters).
Ability to research and resolve land records related problems and questions.
Ability to work independently, perform detail work quickly and accurately and to meet deadlines.
Ability to establish and maintain effective working relationships with other staff and governmental agencies.
Ability to create complex queries using the SQL query language.
Ability to function as Project Leader when required and to assist in training new personnel.
Ability to sit for extended periods of time while operating a computer.
Ability to answer technical questions concerning GIS software and hardware.
Ability to perform daily maintenance on technical machinery (such as plotter, printers, etc).
Ability to perform GIS tasks when called upon in emergency situations.
|Bachelor's degree in GIS, Geography, Cartography, CAD or related field plus six (6) or more years experience in maintaining computerized land records with at least four (4) years involving the use of CAD or GIS, or an equivalent combination of education, training, and experience.
ADDITIONAL REQUIREMENTS FOR PROMOTION: Last performance evaluation must have resulted in an overall meets standards rating or better with no factor rating of less than meets standards and have developed the following list of competencies: Demonstrated technical knowledge regarding the relationship between City non-graphics and graphics databases (e.g.,Geographic Index, Land/Structure/Occupancy, GIS Base Map) and function as Project Leader. Skilled in the use of computers. A working Knowledge of one or more of the following software programs: Arc View, Arc Info, Map Info, ARCEditor or other GIS/CAD related software. A solid working knowledge of City deployed Office Suite. The ability to perform SQL queries for spatial analysis. Must process knowledge and skills in cartographic standards, computer hardware and software systems.. Must be able to work with minimal supervision within a team structure. Must have good verbal and writing skills. Proficiency in reading and interpreting a wide variety documents such as subdivision maps, sites plans, etc. is desirable.
