|BENEFITS AND COMP ANALYST SR|
|Middle Management/Professional/NM AD|
|Serves as a senior level analyst in the areas of Employee Benefits and Compensation. Work involves implementation and administration of benefits programs, including Health Care, Dental, Short Term Disability, Long Term Disability, Wellness initiatives and related communication/promotional activities. Participates in development and administration of job evaluations and compensation systems. Assists in identification, acquisition and implementation of technology solutions/systems. Participates in development of policies and procedures. Assignments include project management, lead and some supervisory responsibilities. Work is performed under the general supervision of the Compensation and Benefits Manager and is reviewed for application of sound professional judgment through discussions, reports submitted and results obtained.|
|Supports the Employee Benefits section in the development and administration of the City's benefit programs, including: Healthcare, Dental, Long Term Disability, Short Term Disability, Life AD&D, Flexible Spending Accounts, Retiree and COBRA billing, Pension counseling, etc.
May serve as section supervisor as needed.
Researches and responds to inquiries related to enrollment, changes, claims, plan design and compliance issues for benefit plans.
Works with Benefit Consultant, insurance carriers (vendors) and staff to address and resolve the more complex benefit related issues. Makes recommendations to management.
Assists in planning and administration of open enrollment process, including development and distribution of informational material and coordination of training sessions.
Participates in development and implementation on wellness initiatives intended to assist in managing healthcare costs.
Provides advice and support to Human Resources staff of technical benefit issues.
Assist in the evaluation and selection of technology solutions and other services that support employee benefit and compensation programs.
Participates in the maintenance and modifications of HRIS and related systems.
Analyzes current and proposed regulations, policies and procedures to determine impact on employee benefits and compensation programs. Makes recommendations for changes as appropriate.
Conducts process/workflow analysis to ensure efficient operations. Develops/revises operating procedures to document processes and train staff.
Serves as project manager for major or special projects. Schedules, assigns and oversees the work of project team members.
Performs professional work in compensation which includes the development and implementation of policies and programs for executive, managerial, professional, technical, clerical and trades jobs.
Performs other related duties as assigned.
|Knowledge of Federal and State regulations that impact /govern employee benefits and compensation plans.
Knowledge of employee benefits and pay and classification/ job evaluation principles, practices and techniques and ability to apply them.
Skilled in the use of computers, Microsoft business applications and HRIS.
Ability to communicate effectively verbally and in written form.
Ability to establish and maintain effective working relationships with city officials, employees, outside agencies and the general public.
Ability to plan, organize and manage projects.
Ability to assign, schedule and review the work of others.
Ability to conduct process/workflow analysis to ensure efficient and effect operations.
Ability to analyze, develop and implement operating procedures.
Knowledge of statistical and analytical evaluation techniques.

|Bachelor degree in Business, Public Administration, Human Resources Management or related field and four (4) years professional level experience in Human Resources Management, two (2) of which must have been in the administration of employee benefits programs. A minimum of one (1) year experience in compensation required. Proficient in the use of computers, Microsoft business applications and HRIS. Project management, lead or supervisory experience required. Or and equivalent combination of education, training and experience.|
